Fibaro smart plug reporting too frequently

Hi - I have a Fibaro FGWPB-121 smart plug set up in Hubitat. It's working mostly as expected. However, no matter what I set for power reporting threshold or power reporting interval, it's reporting power constantly - every minute or more often.
For instance, I set threshold to 20% change in power and interval to 1 hour. Yet a change in power from 40 to 41 watts causes a new report. If I turn off reporting it stops, but I can't determine why it's ignoring the parameters otherwise.

I'm on the latest platform and using the Fibaro Wall Plug driver.

Any thoughts?

You could try using the basicz-wave tool drive to check and set the parameters

Thanks - I couldn't set all the parameters that were documented for the plug, but I did manage to get the frequency down to a more reasonable value. It appears that the hubitat driver doesn't quite match the plug. I think the parameter values that were getting set weren't the same as what was shown in the preferences. using the basic z-wave driver helped to see that.
