I've noticed that the GE Smart Fan Controller (and I assumed others) works with either the Fan or Dimmer tile template and I can control the pop-up lists for which speeds I want. Where I've found a problem... the Virtual Fan Controller does not have the same support with the Dimmer template. Is there a way this can be fixed?

You can fix it by using a virtual fan driver that has the switch level capability.
I just happen to have coded my own virtual fan driver for use with my stove fan hood that I automated with relays.
I just quickly added a level capability to that driver, so I think this driver will do what you are looking for.
Edit: You get the auto off feature as well, as I was using that with my fan hood. I also only used three speeds.
