He didn't mention (unless I missed it) the PIR sensors signal from a human or animal is reduced as the ambient temperature increases. When the background is at or near the same temperature as the human or animal the signal becomes very small. In theory if everything in the view of the sensor was the same temperature, nothing would be detected.
Inversely when the background is cold the PIR signal for a human or animal is much higher.
