Checking the log says:
App 98 is the built in "export/import/clone" app... Although it also says Mode Manager?
While it may be good to know how the app ended up in this state since it might be a problem that could be fixed (staff would have to comment on what would be helpful there...), you can probably just work around it. Try the "Remove Export/Import/Clone" button in the bottom right of your second screenshot (the app status page), then see if that fixes the problem when you try the restore again.
