I'm getting this error

in Apps->Basic Rules

i can't seem to delete this rule and get rid of this error

I can't help you with why the error is coming up, but if you want to get rid of it, try clicking on the cog icon next to it in the last screenshot you posted. Scroll to the bottom and click the red button to remove it. (I'm assuming this option is the same as RM child rules)
