I am not an expert but if you are using the "sunset" and "sunrise" feature for timing that might require an internet connection to get the values.

Sunrise/Sunset events are calculated within the hub based on lat/long settings on the location page, these are not cloud dependent.

There is an internal astronomical clock to determine sunrise and sunset time. Of course, the time-of-day clock must be accurate for these to be done correctly. But in and of themselves, they do not access the internet.
