I believe the "EMBER_END_DEVICE" indicates a non-routing ZigBee device. I would just like some confirmation one way or the other.

I found my own answer eventually. From the Silabs documentation.
EMBER_END_DEVICE
Communicates only with its parent and will not relay messages.
