ELSE-IF not respected?

I've got an odd one here. Here's the rule:

Pretty simple, right? The light gets turned on, turned off, or left alone. Except....

As you can see, the ELSE-IF properly gets skipped... but the action it gates doesn't. So the light gets sent both commands and remains off.

What the heck is going on here?

There is a known bug about this. We expect a fix in the next release...
