The CPU % is a snapshot, mine will spike up and down between 2% and 10% since the readings are a single point in time every 5 minutes. The CPU Load tells a better story, and 0.39 is slightly elevated but at times mine gets up to around 0.5. I would watch the load number and see if that is stable or if it continues to climb.
CPU % is actually calculated from the 5 minute CPU Load Avg (Load/4 cores*100)

Nope, it's been from about 1900 to now, hovering around that 2.00 load level. It's responding again at the moment, but sluggishly.
I tried 2.3.4.116 and got the same results as the previous firmware after a few hours a frozen hub.

I am getting in on this thread. I started my own thread describing similar situation but assumed it was some device/app running wild on my hub. What is descibed above sounds very similar to my case.
I have 2 hubs, My test/experiment hub was the first to get updated to 2.3.4.115 and later that day had a severe load alert. I rebooted it and it never came back. This same hub in now on .117 and so far has no issues.
My main hub, however, didnt update till .116 (from .114) came out. It has hung 3 times since then. It will go from running prerfectly fine to severe load alert at the bat of an eye. I have been spending the last day trying to find the cause and/or make this problem happen. No go. I can not duplicate the problem(s). Appears totally random. Logs, device/app stats tell me nothing.
I rolled back my main hub to .140 and left my expiriment hub at .117 Let's see how that goes
That's exactly what I'm experiencing too. The driver / app load as reported on the Logs page is totally fine, but the total hub load goes haywire. Today my "Hub 2 " (a C5) shut down the Zigbee radio entirely due to load issues, though it reported "elevated" load. "Hub 1" (a C7) reported "severe" loads, but the radio stayed up. "Hub 3" (another C7) had no problems at all.
I know there are only a handful of us here, but perhaps this is a good time to wave at @bravenel in case this is worth further investigation. I pushed all three hubs up to .117 today and they're still okay three-ish hours later. Let's see what happens.

The three hubs here have survived a day-and-a-half now on .117 without dying. I'm operating on the principle that if I report it working it's more likely to fail, so will report back. 
Just to mention, I've done nothing special. No extra reboots, power-offs, or dances to an electron deity.
Okay, Hub 2 died again. Weirdly, Hubs 1 and 3 remained fine.
Came down this morning to the Zigbee radio being disabled.

2.3.4 seems to have a major memory leak issue, yesterday my primary hub got down to 215k free and was running like a dog. Even responding to voice commands was taking over a minute.
I rebooted it manually it was so bad. 21 hours later it’s dropped under 250k already, but performance is still ok for now. I’ll See how we go later in the day.
Ps, I’m running the Homekit beta which may be the cause. My secondary hub doesn’t run this and is using memory normally.
And I just had to reboot it again due to major delays in rules and code commands.
I’ve disabled HomeKit integration to see if that is the culprit.
It's been solid for me here.. Free mem at 225k. I've only been rebooting for updates.

In 10 hours, Im back down to less than 250k again (but perf is ok for now). With 2.2.x my primary C7 would run for a good week before getting below that.
Your database size is also quite large. Mine stays between 3 & 12MB most of the time with over 200 devices on each hub.
