IIRC, OP has mentioned in another thread that it’s a new house. Most people don’t install all the light switches on their own in new builds.
And some people aren’t comfortable installing light switches in any scenario. It’s no reason to throw shade.

Its not unheard of especially if you have a small business electrician. The new owners could purchase the switches themselves and then work with the electrician to have them installed before final inspections. Would be no different than selecting high end switches vs the builder grade junk they use by default. This would be a huge time saver for a new build so its ready to go when you move in.
