Ecobee Built-In App issue - where should I report it?

I want to have

  • thermostatFanMode : on
  • thermostatMode : off

This causes cool air to circulate up from my basement. When I go to the Ecobee device and select thermostatMode=heat and thermostatFanMode=on, the fan comes on as expected.

When I select thermostatMode=off and thermostatFanMode=on, the fan does not come on.

Where should I report this bug? Is this likely to get fixed or should I move to the Ecobee Suite?
