I am trying to Program the Eaton "RF9643-N" Z-Wave Plus Dimmers. Looking to change the Delay off Timer from 10 Seconds to 0 or 1 Second for Instant off. Along with Disabling the Dim to off Feature. it would be a nice feature to have a custom configuration for the devices.

Driver Used is the built in "Eaton Dimmer"

The only other issue is strange.
If the switch is used to turn off the lights. The lights turn completly off.
If Hubitat Commands the switch to turn off the lights. The lights a set to a dim level and never turn off completly. within Hubitat it reports the Level is 0 when it clearly is not and Switch state is Off.

I'm probably not understanding your question. Why change the delayed of time to zero when you can accomplish that by simply pressing the off once, (not held down to activate the internal delay off feature).

On my Eaton devices I can change the "Device Type" on the device page to USER: "Basic Z-wave Tool" and save the change, then press configure. Now you can change parameter #1 to however many second delay off you desire. When finished change the Device Type back to your original choice and again press Save, and Configure.

I can't help you with your second issue.
