"Don't Turn Off if Already On" Logged Even When Lamp Off

I have a motion lighting app set to turn on a lamp.

It triggers as expected but never turns off. The log shows

Lights on, will not be turned off due to 'Don't Turn Off if Already On'

The logs show that the lamp seems to turn on before a status check reports that it is already on so this may be some form of timing issue.

If I use the same rule set-up for another light then it works as expected

The driver for the lamp is a customised version of Ivar Holand's Tuya device driver so it's possible this isn't responding in the way the motion lighting app expects.

Any (polite) suggestions gratefully received.
