I am eyeing the Hunter Hydrawise irrigation controller. It only officially integrates with Control4 and Alexa. But it has a RESTful API. Does that mean a custom, cloud-based App or Driver could be developed? If so, is there a bare bones "go by" that I could use to start development of such an app or driver? Something that I could just fill in the Hydrawise-specific API calls in?

You can find "cloud" related drivers in various places.
I have one for Honeywell thermostats that capture and store login cookies.. which you might need.
