That said, yes c5-c8 support matter. They currently are not commissioners though. So onboarding has to be done through another matter controller (such as google, or homekit, or echo). Then a code can be generated to add to hubitat for the fabric.
Once the updated phone app is released that has access to the bluetooth stack in your phone, then you will be able to commission directly.

In addition to what others have already mentioned above...
Matter over Thread devices are only supported when they are first paired/commissioned via a third-party Thread Border Router, such as an Apple TV 4K (with Ethernet), Apple HomePod Mini, Apple HomePod (recent model only), some Google Home devices (not all support Thread), and some Amazon Echo devices (not all support Thread).

You can also use the Third Reality's own 3R-Installer app as the initial pairing method.
