This is what I get with the Hub blacklisted on the router:

Conclusion: Blacklisting the Hub from web access could possibly simulate a pulled ethernet cable.
Not really. If you block the hub from accessing the internet, it can’t access anything outside your LAN. Like the time servers in your second screenshot.
If you pull the Ethernet cable, nothing can access your hub, including devices on your LAN. Like the computer you used to call that ntp server endpoint.
