Can I now add wifi devices directly to the C8 hub? Like wifi only plugs and bulbs for example?
WiFi is there to provide an alternate connection method to the wired ethernet simliar to what the WiFi dongles provided to the C-7. No additional capabilities.

Your router remains your wifi central; C8's new wifi feature doesn't change anything.
You cannot only add them to your C-8, you can add then to al your HE hubs. If I was more organised I would grab a Oprah animated Gif....
This isn't possible with any wifi end device. You would still need something to act as a router or switch which IOT hubs do not do. With wifi, 1st a device has to get an ipv4/v6 address, this is done by a local DHCP server. (Again I've never seen an IOT hub do this) then using ip routing via an AP it would connect where it needs to connect to. This part requires a router or switch of some sort. That said, Hubitat Elevation does support some wifi devices directly that have local API's. Nanoleaf, Shelley, Tp-Link, and Lifx just to name a few. Other wifi devices that are cloud bases (Tuya wifi devices for example) have community drivers usually supported by the community.
OK, so let me clarify, I am very familiar with wifi devices. I know they have to get their IP from my router. What I meant was could I make it so HE could "see" my wifi devices like alexa does for example. Based on what I have learned I think not. I was hoping I could "add" them as devices HE could command, like Alexa does. Right now if I* want to use a wifi plug I add it to Alexa and I use HE to tell her what to do with them via a proxy like a virtual switch.
If the WiFi device has an open API a driver can (usually) be created. Many of the WiFi devices do not have an open API.
It's not going to be any different than the c7. If the api is available for the device and it's local, then chances are hubitat will write an integration. (See Lifx, Shelley, etc) If it's a cloud based wifi device and it has an open API then Hubitat is content to let the community handle it.
