Do they still make a Smart Plug-In Dimmer (US) that accepts 3 prong plug (ground)?

I understand, I was just testing to make sure a plug-in dimmer would work with the track lights.
That is why I basically asked the question about trying to find a 3 prong plug-in dimmer.

I don't know what is worse, cutting the 3rd prong off a light nobody can basically touch, or using a Chinese dimmer that isn't certified by anyone.

The 3rd prong (ground) was removed from an 8" extension, not the actually cord from the track lighting.
