Do I have a headless rule? (Turns out, no I don't)

ST's Lutron integration is cloud based. So it found your new SmartBridge, and dimmed the device. The integration id of the device may have changed when you moved things over, but the interface to Lutron through these integrations is just a device number. So device number n got dimmed. Haha. Interesting mystery -- had us really scratching our heads for a bit! :laughing:

You just have to make the "start to dim" action cancelable. Then in rules that turn it on, stop the dim first
