This bug and a similar peskily-haunting-ghost issue with deleted/cut/removed Required Expressions are both open cracks right now in Rule Machine.
In both cases, RM seems to be hanging on to (and trying to apply) those trigger and reqd-expression elements.
I don't know if this bug potentially extends into deleted/cut/removed Actions or other rule elements too, but hopefully @support_team can eventually get to the bottom of it.
ETA - nuts, I meant to reply to topic; didn't mean to single out Wayne there!
Check and see if you have and remove any unused condition expressions.
Also edit any IF statements you have and edit the condition expression to change it then put it back correctly. Save everything in the proper order, update the rule, and done.
This has made “disabled action” go away for me. YMMV
Actually, in my case I did use the copy to clipboard (to copy an action into the clipboard), then paste back into to replicate an action without having to make it manually. I noticed the disabled actions flag the next time I opened the rule to edit it.
I was forever unable to fix the "Disabled Actions" flag. In the end, I recreated the rule.
