Difference between Set and Toggle

Good morning!

I've looked but haven't found a clear explanation of this.

When adjusting a bulb or dimmer through rule machine, what is the difference between "Set Color and Level" and "Toggle Color and Level"?

Toggle examines the state of the bulb, and if it's on turns it off. If it's off, turns it on to the selected color and level.

Set turns on to the selected color and level.
