The dashboard for batteries is easy. Just create the dashboard, select the battery powered devices you want to monitor, and select the battery "template" when you add the tiles to the dashboard.
As for disconnected devices, inherently, if they're disconnected, they aren't talking to the HE. You will need something like [RELEASE] Device Watchdog to monitor and alert for devices that are no longer responding.
