ZWave or Zwave Plus? if it is juts ZWave to may need to reconfigure your mesh, ZWave Plus does this automatically. Also, since they are dimmers it may be some models need a set level command but I have found most on/off works and it just goes to the last level it was when on but that may not be true for some items. You might want a short wait between groups as suggested. I use switches so I have less devices than if I sued bulbs so I have no issues. Sometimes a light is slow to come on when a sensor is open but it never fails.
As mentioned before there was a OS update that required a manual driver update afterwards as well.
If it is the same three lights just clone the rule and make a separate one for only those items.
