I don't think you need to. You may be able to force remove it from the radio by clicking remove button. If it doesn't work the first time, then click refresh and try again.
Another option is if you know the actual device that created it, power down the device. Shut down the hub from the settings menu and unplug at the wall, (not the hub) for 20 mins, power back up and attempt remove again.

I’m still fighting it. I’m waiting on a new 700 z stick to try to get rid of it.
Unfortunately I was in the process of transitioning from a C-5 to a C-7 and don’t know what device caused the problem.
I do have two door sensors that could be it, I’ll try waking them and excluding them.
All the devices on the C-5 (3) and C-7 (50+) are working.
Any device retired was excluded from the C-5, included and then excluded from the C-7. This was done in case I ever wanted to use them in the future.
