What tile should I be using to issue a command to a device? For example I would like to adjust my nest thermostat set point using the coolingSetpointdown command.
There isn't a way to send custom commands in Dashboard. There will be a thermostat template coming soon to Dashboard to send commands like those.

Not soon enough. 
I mainly use Sharptools because of this. It has a thermostat tile...

I also use Sharptools and I have dashboards as well 
But generally, to answer your question, the workaround is to create a Virtual Switch, with auto off set on and time of say 500 milliseconds. Then you would create a trigger rule that would trigger based on that switch and perform some actions.
On your dashboard you would add the virtual switch.

I've tried creating the virtual switch with associated rule and everything works as expected, but seems that it's not possible to add it to a dashboard?
In the list of available device I don't have the virtual switches..
You have gone into the dashboard and tried here?
You can see 2 of my virtual switches here. I think i remember it taking a few minutes before a new device will show up in the list.
Yes, you are right. I've missed the filter on allowed devices in dashboard.
