Just noticed this:. %device% is showing up as "location", and %value% is showing up as "mode". 1.1.6.116

I may be confused as to how which devices and values are referenced in a rule vs trigger here.
It shows whatever last event and device hit RM, which for this rule will always be Mode becomes Sleep. Those conditions are not events, only the trigger is an event.
