I believe Rule machine updated my local variable for DST, but the updated value isn't reflected in the rule. When I go into local variables and click update then the rule synchronizes with the automatically adjusted local variable.
I believe you are seeing a UI artifact, and that when the rule runs it will have the correct time when it evaluates the expression. If you are seeing evidence to the contrary I would need to see the logs that support that.
Could be. Now that it's updated I'd have to mess with the system clock to fake a DST event for this rule to check. I'll keep my eye out for another discrepancy in another rule and see if it is just a false UI indicator or whether the rule really is still using the pre-change time.
Look at the Scheduled Jobs on the App Status page (gear icon). That is what is actually scheduled.
