Date as a trigger - possible and best practices?

I don't see in the rule machine a way to test a date range, does that exist?

Here's the scenario -
We have utility rates based on time of day AND date range. i.e. winter rates are from date x to date y, Peak times are between T1 and T2 during winter and T3 and T4 during summer rates.

We have a few energy hog items that are on zwave outlets that I'd like to do their own math to figure out when is appropriate to go on and for how long to minimize cost. A simple trigger for a virtual switch or variable would work but relies on me to flip the switch so I can test against it in the logic.

In my mind it's a simple "if date between date x and date 4 then on at T1, off at T2, else on at T3, off at T4".

Suggestions on using this 'strategy' vs setting a mode for this and testing for that?
