The ELSE condition below is not executing when virtual dimmer vHVACmode = off.
I checked the Known Issues but didn't see an entry that matches this scenario.
You will have to turn on logging for the rule, for Actions, and show a screenshot of those logs.
Show a screenshot of the thermostat device page, Current States on the right. What you showed above has no Thermostat Mode attribute showing, and isn't even a thermostat...
I figured it out. I assumed that a Dimmer turning off was a Dimmer change:
but after exiting out of the Triggers screen back to the rule I see that the language changes to "Dimmer level...changed"
Guess I can just add a second trigger for the same device as a switch.
