It is possible to enter color values as Hue, Saturation and level. The problem is that the values don't stick. No matter what is typed in the app sets back to rgb and values of 255.

Which app are we talking about? Also, which devices are you trying to control and what driver do they use?

Color Picker
Switch to HSL, set some values with 100 level.
Click away from the picker and then pick the color again, switch to HSL.
Hue and Saturation reset to 0.
I just discovered that if you set a Level other than 100% the Hue and saturation values stick.
