Current production version should be 2.3.9.197, beta is on 2.3.9.199.
I just ran into this on a HUB running 2.3.9.193
I couldn't connecte via remoteadmin, so I brought up a vpn tunnel I have to the remote site and connected directly to the Hubitat. It was claiming "no cloud connection" and it said there was no update avail (.200 is out).
The Hub is on ethernet, and obviously could connect to other hosts on its local network, since I was able to reach it, myself.
I rebooted it, and it's working now. (and the .200 update just finished )
Didn't know if any root cause for this issue was ever found?

Updating to .200 should fix this issue that was present in .193 and a few other versions.
It was mostly corrected in .197 I think. So now that you have 200 you should be fine.
Mine hasn't played up again after changing those suggested settings but it might have just been the update that fixed the issue.
