Changing Portal Email

I would like to change the account email associated with the online side of my portal account. I researched and found this article below and completed the first few steps but the interface seems different. I was able to complete the lion's share of the process but the new account and associated email I created show up as a guest and I do not see the arrow defined in the guidance to elevate the new account to an admin. Did I miss a critical step on this, or is something amiss?
