No Apple doesn't allow access to it's iOS that's needed. There used to be an app on the App Store called Tasker that used similar logo but it was just a ToDo List. Very deceptive!
I think the Apple Shortcuts has more and more options but I don't think you can react to notifications yet. I avoid iOS devices devices I don't know for sure.
