Capability Request

Request: Add a "Scale" Capability, and a Virtual Scale Device if you're feeling generous.

Rationale:

Smart scales and load cells can report a weight that a action could be run against. I just don't see a capability. Scale seems best but perhaps "weight" could also work?

Tagging @mike.maxwell @bravenel as this seems like their area.

We don't add new capabilities for which there are no devices available. You could add a weight attribute and setWeight command to the published Virtual Omni Sensor driver.

Fair enough, but I do have this device of which I know has a community integration.

When you target these capabilities does it need to be a zwave zigbee device or as long as it can be connected to over some available protocol is it up for consideration?
