Hello,
Just applied the latest update then went to add a new simple automation rule. Tried first in Firefox. Added the details and clicked Done.
No response
Clicked Done again
Form closed but no new rule shows in list,
Tried again in Chrome.
Same behavior
Could this be a bug or did I do it wrong?

I've edited the hub UID and MAC; internal IP address is meaningless outside your network, but the OP is welcome to edit that if so desired.
As for the problem, I am unable to replicate. Have you verified that the parent app isn't "collapsed"? Use the arrow next to it to expand the list to show child apps:
That would explain your second problem but not the "no response" issue. For that, you may wish to consult hub logs or app and driver stats for errors, excessive runtime, or other possible indicators of a problem if that issue comes up again (see: How to Troubleshoot Apps or Devices | Hubitat Documentation).
Problem solved.
The list of rules is random (or maybe by create date) but not alpha and the option to sort by name does still not list in alpha order.
That's why I missed it
