Can't Access C-8 With Phone Acting As WiFi Hotspot

I'm still in a power outage.
With the power outage comes cable broadband outage.
I set the phone up as a hotspot.
I can access web pages, etc, from my laptop, but not the local hub.
If I set my laptop back to the normal home router, (with no internet), I can access the hub.
I'd like to check for updates, etc, but I can't.
Thanks for any help on this.
edit: This might've been a dumbass question.

Default gateway would need to change.

Like @Eric.C.Miller and @rlithgow1 have said, you are no longer connected to your local wifi when acting as a hot spot, the wifi adaptor is taken up performing that task, acting as a gateway to your mobile data connection. You will likely see this (kind-of) if you keep an eye on the WiFi connection as you transition to hotspot, it will turn off.

Good idea, but it didn't work for me.
I couldn't get phone to accept an internet-less wi-fi connection, 5g, and be a hotspot all at the same time. I'd have to turn off wifi to get hotspot to work, and vice versa.
edit: They're saying 5 PM for power restoration, so maybe after then I won't have to think abut it for a while.
edit2: Also tried Bluetooth and USB tethering with and w/o the wifi sharing, with no luck.
