This rule is designed to turn off the closet light after a period of no motion.
Does the rule (blow) look correct? Am I using Cancel Delayed Actions properly and in the right location?
Looks fine to me but seems like it would be better to do this in the motion lighting app. RM4 is a pretty heavy app and for something simple like this I prefer the lighter purpose built app.

Yes you're using it correctly. And as @lewis.heidrick said, motion lighting would be a better place for this rule, but I can understand if you wrote it to understand delayed actions, etc or there is a bigger picture here that you're working here. Just remember that rules are free and the way of hubitat is K.I.S.S. The easier the better.
