Can this be done in RM?

Greetings.

I'm making the transition to HE from ST and I have a WebCore piston that I'd like to replicate somehow in HE. It basically turns on a set of lights for 5 minutes at a random time between 10:30pm and 11:00pm. Here's the code:

Can this be done in RM or am I going to have to get WebCore working with HE? Any other options?
