HD+ does support playing a custom sound when any device state changes. I don't have a support page for it but it's the same basic setup as this:

Tile options (icon, colors) | HD+ (Hubitat Dashboard)

That works for an always on tablet - where it's monitoring the states (ie: away -> home or a given door sensor)

It's also possible, although much more complicated, to send a push notification to any Android device and have it read via TTS - including while the screen is off. It's documented here: HD+ Companion App/Driver | HD+ (Hubitat Dashboard)
