C7 zigbee network offline

Hi, new user.
I jsut set up my Hubitat a couple days ago specifically to run some zigbee shades. I keep getting the alert 'zigbee network offline' and on the zigbee page in settings the status is blank.
I have rebooted, unplugged, downgraded and reupgraded.
Is there a way to tell if this is a hardware issue and I should return this one and get a different one?

Welcome to the community and sorry for your troubles. I would recommend filling out this warranty case form and @support_team can view your engineering logs to see if there is a hardware problem.
