C7 won't do cloud update and z-wave radio won't update firmware

C7 version 2.4.1.177
Bought a new C8, trying to migrate from C7. I have Hub Protect but it won't do a cloud backup. Does do local backup. Read the migration procedure and it said to update z-wave radio firmware. It won't update. It gives the following message: Z-Wave Updater: ERROR. This firmware target is not upgradable. what am I doing wrong?
