I have 3 C7s: Downstairs, Upstairs, and Automation (Main) Hub. The Downstairs one just dropped off the mesh and all devices on the Main hub are just showing the Downstairs devices as "Offline":
I checked the Downstairs C7 and it is in fact online and I am able to control devices on that hub. One thing that I noted though is that I didn't see that green light on the hub which I thought was strange. I did go to the hub details page and everything looks correct including the Hub time.
I've tried to go to the Main hub to see if I could reconnect or reload it but it does not locate the Downstairs hub to bring into the mesh:
Any idea how I can bring the Downstairs hub back into the mesh? I should note that this was the second instance I've noticed the downstairs hub go offline from the mesh. The first time it went offline for a few hours and just came back online by itself. This time it's been about 36 hours so far.
I'd appreciate any help and willing to provide logs or anything else needed to troubleshoot.
EDIT: I just discovered that my wife put a blackout sticker over the LED light because we are sleep training my newborn and she didn't want it to bother him. So power does not appear to be the issue.
I did notice in the latest release there were some changes to hub mesh, though they don't appear to be related to your issue. You might want to check the release notes and do an upgrade. There were also some changes a couple releases ago that switched the connection from UDP to TCP and changed the port number, but if that was the issue you'd have noticed it right away. Occasionally I've had a hub "fall out" and I've had to reboot both hubs. But if you do the most recent update your hubs will reboot anyway.
No green light could indicate a power problem. Try replacing the power block with a known good 1A or higher block. Also do a power down and reboot. May want to update all hubs to current firmware as well, it will force them to TCP hub mesh on a new port as @brad5 mentioned. UDP hub mesh is depreciated.
NOTE: Hub Mesh is not available on hubs running a platform version prior to 2.2.4 (the platform version is listed in Settings > Hub Details and can be updated in Settings > Check for Update ). It is recommended to keep all Hub Mesh hubs on the same platform version (e.g., as of this writing, version 2.3.4.138 is not compatible with earlier versions), though this is not always required
One of my Hub Mesh hubs cannot see other hub(s). What can I do? Verify that all hubs are running the same platform version (recommended, though not always required). Ensure that your home network is set up such that all hubs are in the same broadcast domain. Hub Mesh uses TCP for communication over port 8083 as of release 2.3.4.138 (previous releases used UDP by default with a TCP option; UDP is no longer available).
I just updated to the latest release on all 3 hubs and the Upstairs hub dropped off the mesh too. I clicked Reconnect the Upstairs hub reappeared. However, the downstairs hub did not reappear :
When you're askinig for the network configuration are you referring to the Network setup page? This is what the Downstairs hub looks like:
The other two hubs are the same except that Auto reconnect is disabled. I believe I changed that on Downstairs hub as a troubleshooting step. Although, I have not set a static IP in these settings I have done it in my router settings.

It looks like it can see the hub when I go to the Update tab with Hub Mesh settings hut it is showing as "Unknown hub":

I did follow the other advice you gave and updated to the latest version on all 3 hubs but still no luck getting the Downstairs hub back in the mesh.
Any changes to firewalls, switches or vlans that would prevent that hub from talking to the others? The hub mesh port changed with one of the recent updates so if you have a strict firewall you may need to update that.
No I didn't change anything but as a troubleshooting step last night I installed Firewalla router and moved the location of my Downstairs hub. After doing that it came back in the mesh. Not sure if it was installing Firewalla or moving to a different location that fixed the issue. I will keep an eye on it to make sure it continues to be stable in the mesh. Thank you for your help.

rebooted everything for the third time,
walked away in frustration, came back, it was working
forgot about the windows95 rule: at least 1 beer between updates/changes
I see this one is solved, but I may have another clue to what's going on.
I have four hubs in a mesh all running 2.3.5.125 - two C8s, a C7, and a C5. One of the C8s is downstairs and the C7 is in a detached garage. The downstairs and garage hubs are connected via Netgear Powerline 1.2 Gigabit Ethernet adaptors, part number PLP1200-100PAS. These have been working well for me.
Lately the C7 has been dropping off the mesh. None of the usual fixes worked, including the new endpoint @gopher.ny mentioned.
The C7 in the garage was very sluggish so I tried pinging all four hubs and got either 1ms or <1ms average round trip times on all but the C7. The C7's average round trip was between 999ms and 1645ms. Unplugging the Ethernet adaptor from the outlet for a few seconds got the round trip times down to +/-58ms. After this the hub mesh started working reliably.
Just tossing that out there in case a timeout issue is in play for the dropouts.
Has this been solved? One my hubs just dropped from the mesh. I have 3 hubs. Main c7 runs integrations and automations, a c8 which is the radio hub for zigbee and zwave devices and third (which is the one that dropped) is another c7 that has my wink relays and some other custom driver devices. All three are up and online and accessible just fine. Reboots or mesh reconnects not working. The c8 is on the mesh just fine and communicating with the main c7.
Edit: The hub came back into the mesh with another reboot of both c7 hubs. Will monitor it, if it happens again.
