Few months ago I configured 30 Zigbee bulbs, on a test bench
Now I installed the bulbs at their final location and some of them are not reachable.
It is a three story house and Hubitat is located in the middle.
Does it help if a forget and add the device again?
It might help; Zigbee devices can generally be paired in place, and then they'll know which "repeaters"/routers they can use to reach the hub if a direct connection isn't the best route (or possible at all). They'll still normally find their way back over time, but if nothing in the middle can reach the hub, either, maybe not. So, you can certainly try. I'd recommend going from the hub outwards.
The other important question since you mentioned bulbs: what kind? Sengled don't repeat, unlike most bulbs. So, you'll need a mesh of other repeaters to make that work, most likely. But unfortunately, many others that do repeat do so poorly, "eating" messages once in a while instead of passing them on, and causing oddities on your network. Seemingly unreachable devices could be one symptom.
Which is why many people choose to put zigbee bulbs on a separate hub and channel. Mine are all on a Hue hub. Great integration with HE, never had a problem. (Well, ALMOST never.)

I put the nearest ones in pairing mode and they work, but others don’t.
For those which worked, Hubitat said “device already added as…” or something similar, but for those not found, no chance.
Shall I remove them from their location, pair them and moving them back again?
You might need dedicated repeaters if you move them and they lose signal. Being you are trying to do this across 3 floors, you very likely need some repeaters.
That "already paired" message is fine, it is just telling you that it found the device and that it wasn't a new device.
If you mean remove (unpair) them from the hub first, that won't do any good, and you are just creating more work for yourself. If they won't communicate after you have them paired and then move them, then you are back to the weak signal and needing repeaters scenario.

Bulbs can be repeaters but they are very bad at it.
In large homes, especially ones with stone or brick walls, it will be very hard to get signals to travel long distances. Repeaters will help this situation.

The most cost effective repeaters are usually plugs. I do not know what brands are available in Germany but Sonoff s31 lites should be. My favorite is third reality but they may or may not be available on Germany Amazon. Look at a picture of the s31 lite and find one of that shape. I have a sneaking suspicion that most plugs are made of identical components. They are so generic that you really only find a few shapes with very minor differences.
I like to put one in nearly every day room and even some hallways. That way neighboring repeater can pick up the slack if one goes offline. I found a good use for these plugs if you have nothing to automate with them. Plug in those oil based oil warming air fresheners (ex. Glade in the US) and extend their lives drastically by automating when they actualy turn on.
I honestly don't understand these. I don't know about the Tuya one but it looks a lot like the Tradfri one. The output of these make TERRIBLE chargers. I guess they would be fine if you have something actually powered by a USB cable, but that seems unlikely for every room (maybe be every room is overkill, but that's what I like). To each their own though, the price is nice.
