I've got an Inovelli Z-Wave RGB bulb in a Button Controller, and when I try to change the bulb level in a SetColor command, it reset back to zero no matter what value I enter.
Seems you're on an early hub platform version, is that correct? I noted that my client hub and main hub do not show the dialogue the same way as you're showing here, and the "save" icon to the right of "Bulb level" is different. Probably a bug in the version you're using. Seems to be fixed now as I'm able to set it for a Hue color bulb I had available for testing.

I just updated from 2.3.6.146 to 2.3.8.119. I had to delete the rule and recreate it to make it work.
