Looking to find a candelabra color changing bulb for a chandelier. Are these compatable with Hubitat? I know zigbee and zwave always are, but I other than that I am uncertain.
I doubt it, or at least not with anything built in (might work with community Tuya/Smart Life integration, but keep on mind that is cloud control -- I think you'd be better off looking for local Zigbee or Matter bulbs, or one of the suported LAN APIs).

If I find matter bulbs, are they able to be connected directly to Hubitat so I can control them locally? I'm not quite sure how all the Matter stuff works yet...

So by adding a Matter device to Alexa and then to Hubitat, I am still about to locally control that device via Hubitat if internet goes out?
Yes, unless for some reason the manufacturer requires cloud for Matter control (it shouldn't, but there's no reason they can't). Alexa would be out of the picture by that point, however, as it would be independently paired to each Matter "Fabric" (network), not one going through the other -- this is a new feature of Matter compared to some existing protocols like Zigbee, where it can only be paired to one "coordinator"/network at a time.
Those are WiFi blubs. Won't work natively with hubitat. Can they be integrated through a cloud. Maybe.
For multi-bulb fixtures and lighting arrays of which I have 8, I think it is best to use dumb dimmable bulbs and control them from a wired in dimmer. I have not needed to use color dimmable bulbs but there may be some which use Zigbee and a driver available on Hubitat. Would be cool if a cluster of bulbs could slave off a single master bulb of which was controlled by hubitat.
These would be a better fit for Hubitat.
Do you have any recommendations for color candelabra bulbs? I see LightingInside on Amazon and Linkind (though I have had connection issues with Linkind)
I use Hue's E12 bulbs, which work great (on a Hue Bridge) but are far from the least expensive option if you're not already in the Hue system...
But beyond that, I see Sengled has some options, as mentioned above. (Make sure you get the Zigbee ones if they happen to also have Wi-Fi options in this form.) The Linkind ones you probably found appear to be Matter, whereas the Lightinginside one don't if they're the same ones I found. Matter should work, though it's a pretty new standard, and many Matter bulbs I've tried have small quirks, though probably not something everyone would notice.
It looks like WiZ also has some options, which should work with the built-in integration or possibly also Matter.
Supposedly Govee has some candelabra bulbs that support matter and there for also likely support their LAN API.
These are the H600B bulbs and show they are compatible with Matter. Do you know if they can be configured directly through the Govee integration in Hubitat? ...or can they be configured as a Matter device through Hubitat. Do they have to be "commissioned" through a 3rd party app first ? I'm confused....

If they support the LAN API yhe built in Govee Integration will work.
Both Matter and LAN API with the Built in Govee Integration methods will work. Ut be limited to only certain commands.
My Govee integration will enable all more functions most likely and atleast what the other options do.
Thanks for taking the time to respond. With only one candlelight, I only needed basic commands- On/Off, RGB colors, and brightness, so I installed it as a Matter Device, without using the Govee Integration.
The installation had me "commission" the bulb though Amazon Alexa before I was able to pair it in Hubitat. The Govee H600B bulb has great brightness and brilliant color.
If I break down and buy other Govee devices, I'll definitely check out your integration, Thanks again!!! Pete, Martinez, GA
