If a new (or empty) Dashboard is viewed via web link and the Advanced option, "Lock down dashboard so no changes can be made in the Web UI of this Dashboard" is enabled:

I can reproduce this (same hub hardware/firmware).
Doesn’t seem like a highly likely scenario to occur, IMO (i.e. create dashboard, don’t add devices, and then lock the dashboard down).
