Broken new Wait for event

I tried to add a New Wait for event and got a Broken Wait events. For testing I created a new rule and only tried to add the wait event. Still broken. I didn't see it as known issue. I can reproduce on my second hub, both 2.3.5.152

It's just telling you that you haven't completed setting up the Wait. Select the capability and it'll go away.
