You could embed a non-Lutron relay, like a Shelly WiFi device, or similar Zigbee/Z-wave module, behind the Pico remote. However, I would simply use the Caseta Switch and allow it to control the exhaust fan. This is what end-users are most comfortable with. And, if you create a user-friendly automation for this exhaust fan, they will stop trying to manually control it at the switch itself.
