Basic Rules not executing wait until command

I have multiple Basic rules that the wait until 'off' command is no longer working. These worked well for years but no long work (started sometime in the last year so you can see how high on my priorities it is) I see the timer waits but then where it should be executing the off command it says restricted. There is no restriction in the rule so I'm confused?

Remove that rule and replace it. Seems like maybe you had restrictions at one point possibly? Let us know if replacement works.

I deleted the rule and recreated it, same exact error in the log

I created a rule just like yours, and it doesn't do what yours does. Strange.

And the logs:

How do we troubleshoot further? Is there additional logging that can be enabled?

Are there other rules or apps that have control of that switch, particularly with respect to turning it off?

Check the "In use by" section of that switch's Device page and review all entries there for possible conflict.

There are other rules but none that conflict. For example I have a rule to turn on the switch if it's after dark and the garage door opens, but there's no wait command in that rule. I also have other rules for other things like holiday lights that execute 'on' perfectly but don't run the off like this rule. This all used to work, and other than updating Hubitat I haven't made any changes in the past several months

What kind of switch is it? Have you made any firmware updates to it recently, or changed its driver or any parameter settings?

I can't think of a device-level setting that might be a factor here, but for the sake of covering all bases, check out the switch's Preferences setup to make sure nothing unexpected there.

It's a GE Zigbee switch but other rules that fail are Zooz, nothing has changed for months with firmware, parameters, etc, I've sort of neglected smart home stuff other than periodically updating HE. Preferences look normal too

I've started having this same issue. Was there ever a resolution figured out on how to correct it?

No, never found a resolution and it’s getting really frustrating.

You will have to post the Basic Rule and screenshots of the logs.

@bravenel I have in my initial post

Yes, and creating a rule just like yours doesn't show the problem. That's why I asked @user2242 to show his...
