I assume you mean re-arrange the order of "actions" inside a Basic Rule itself? If that case, there is no way to do so, though it may make for an interesting feature request. This is possible with Rule Machine, and you can "import" Basic Rules into Rule Machine if you want more features, though it might be overkill just for this...
As a workaround, you can delete actions up to that point and then re-add new ones in the desired order. I can't think of anything else.
